Greece’s Intralot is to provide its LOTOSTM Horizon lottery system and related services to the China Welfare Lottery (CWL) in the municipality of Chongqing following a five-year agreement between the lottery and MelcoLot Limited, in which Intralot is a substantial shareholder.

The initial term of the contract is five years which can be renewed for a further five years by mutual consent. Following the deal, Intralot has entered into an agreement with MelcoLot to deliver, implement and maintain the LOTOSTM Horizon hardware and application software for the duration of the contract.

In addition Intralot will provide 2,000 LOTOSTM Horizon Multimedia Controllers, which will allow the Chongqing Welfare Lottery to create, manage and broadcast rich multimedia content throughout its 2,500-strong retail network.

“We are really pleased to undertake this important project in the People’s Republic of China,” said Chris Moumouris, Managing Director of Intralot Asia. “We will provide our state–of–the-art LOTOSTM Horizon System that apart from its undisputable technological excellence is a valuable tool for the Lottery to satisfy the needs of its players for more exciting gaming experiences and will position the Chongqing Welfare Lottery as one of the most technologically advanced lotteries in the country.

“We are confident that Chongqing will be the first of many projects that Intralot will undertake in the People’s Republic of China, since the commencement of its partnership with MelcoLot. With our support MelcoLot will assist CWL in its endeavour to increase its contribution to good causes.”

Intralot said that the provision of the LOTOSTM Horizon system in collaboration with MelcoLot, a long-standing partner of the Chongqing Welfare Lottery, paves the way for the potential introduction of additional innovative gaming technologies in the future, with MelcoLot already in discussions with the Lottery for increasing the scope of the co-operation in further areas of interest.

China’s Welfare Lottery was launched in 1987 to raise welfare funds through lottery sales. For the last fiscal year ended May 30th, total lottery sales reached RMB450bn (US$66bn).

888 Holdings plc has appointed David Zerah as the new Managing Director of its B2B division Dragonfish. The appointment comes on the same day as the company received its French poker licence from regulatory authority ARJEL.

Zerah will step in to the MD role at Dragonfish in August, having previously served as COO of Vizrt, a TV Graphics system provider. Although lacking in online gaming experience, Zerah has a strong track record of developing relationships and selling into large media organisations, an obvious area of interest for Dragonfish. The company will also likely seek to benefit from Zerah’s experience in Asia, where he has spent the past three years establishing a regional headquarters and building Asian operations.

Zerah steps in to the role vacated by Gabi Campos, who stepped down in early June to pursue new opportunities.

"We are delighted that David has joined us to head up Dragonfish,” said Gigi Levy, CEO of 888. “David has significant B2B experience in the media industry, both broadcast and online, and as the industry moves towards a greater emphasis on content and flexible solutions his experience and contacts will enable Dragonfish to capitalise on the opportunities.”

The appointment coincides with the award of an online poker licence by French regulator ARJEL, paving the way for 888’s launch into the French market alongside Microgaming and Dragonfish’s B2B customers.

“We believe that the future of the online gaming industry is in regulated, legitimate and safe online gaming environments, and we have the right offering to obtain a significant market share in the newly regulated French market."

bwin said Tuesday that sports betting turnover during the 2010 World Cup reached a record high compared to previous major football events, with the company generating sports betting gross gaming revenues of more than €1.1m per day.

bwin closed more than 30 million bets during the month long tournament, with a sports betting margin of approximately 9.1 per cent versus 8.3 per cent for Euro 2008 and 6.7 per cent at the previous World Cup in 2006.
As a result sports betting gross gaming revenues increased by nearly 40 per cent to an average of over €1.1m per day compared to the last major football event, Euro 2008. The revenues were almost double in comparison to the 2006 World Cup.
bwin said that approximately 900,000 customers placed bets during the World Cup, including 213,000 customers who were active for the first time, with an average of 260,000 daily active betting customers. The company also successfully reactivated 90,000 existing customers who hadn’t placed a bet for six months.
The company said that the most popular World Cup games for bwin customers were the semi-final between Germany and Spain, followed by the Netherlands-Spain final and the Uruguay-Netherlands semi final.
bwin added that it successfully launched operations in France ahead of the start of the World Cup, having been the first international gaming operator to receive licence approval from French regulatory authority ARJEL.
“The first month of our market launch in France was promising despite taxation rates that are still currently high,” said Norbert Teufelberger, Co-CEO of bwin. “Even now it is becoming apparent that past investment in our brand, technology and organization is beginning to pay off. Only a small group of providers is – and will be – in a position to meet the exacting demands of a regulated market.
“As was the case in Italy, in France, too, it was extremely important to be present in the market right from the word go, and to invest heavily in customer acquisition: it is either very difficult or very expensive to make up lost ground at a later date,” said Teufelberger.

Betfair managing director Mark Davies has resigned from the betting exchange to launch his own PR consultancy. Davies’ new business is called Camberton and will offer clients advice on reputation management, public affairs, PR, communications, and external stakeholder management.

Davies said: “It’s been fun. But in recent months I haven’t been able to offer Betfair as much as I’d like to of what I think I am best at; so I think it’s time to move on to new things.

“I have set up a company of my own, Camberton, which will offer to a broader church (i.e. I’m on the look-out for clients!) the sort of thing that I have been responsible for at Betfair over the last decade.”

He leaves Betfair on good terms. Such good terms that the betting exchange becomes his first client.

Betfair CEO David Yu commented: “Mark has been with the company since it was little more than an idea and has helped it grow to the largest online sports betting business. As our ‘voice’ in the market he has contributed so much to our distinctive positioning.”

Betfair has yet to name a replacement.

Gibraltar based online gaming operator Stan James has awarded the contract for its new download and instant play casino to Net Entertainment.

The company, which boasts more than 1 million registered players, said it selected Net Entertainment following an extensive selection process. The new Net Entertainment offering will sit alongside Stan James’ existing Chartwell powered casino.

“We believe that the most successful operators will take best of breed content from a range of suppliers,” said Tim Cook, Stan James’ general counsel. “ We intend to offer the best games in the industry, and this deal with Net Entertainment will help us to achieve that.”

Denis Kelly, chief executive of Stan James, added: “Following an extensive partner selection process we strongly believe that the Net Entertainment offering stands in a class of its own with outstanding casino games and a powerful administration system.”

Kelly said that a strategic goal for Stan James is to improve the experience of its e-gaming customers across all global markets, a strategy which the Net Entertainment deal will help support.

“We are investing heavily in portfolio excellence and technology leadership which will support Stan James’ growth strategy going forward,” added Net Entertainment CEO Johan Öhman. “Stan James is globally recognized and their selection of Net Entertainment is proof of the strength of our casino offering.”

As the New Jersey Gaming, Sports and Entertainment Advisory Commission prepares to report back to Governor Chris Christie on how best to maximise the state’s horse-racing and casino industries, the state’s assembly has this week unanimously passed a bill that would authorise a Betfair-style betting exchange for state residents on horse racing.

Approved by a vote of 78 – 0 earlier this week, the bill (A2926) authorises exchange betting on the results of horse races by telephone or by communication through other electronic media, and provides that the New Jersey Racing Commission may issue a license to the New Jersey Sports and Exposition Authority to establish an exchange. 

Under the bill, betting may be conducted through an exchange betting system by account holders who must be residents of the state of New Jersey. The bill defines exchange betting as a form of pari-mutuel wagering in which two or more persons place directly opposing bets on the outcome of a horse race. It allows a bettor to back or bet on a selected outcome occurring, and another bettor to “lay” or bet on that same outcome not occurring.

These opposing bets, which may involve at least two persons betting, become matched bets and part of the exchange betting pool when matched through the exchange betting system. Once the outcome of the race is determined, funds will be transferred from the exchange betting pool to the winning bettor in that pool, with applicable transaction or other fees levied by the exchange betting licensee for use and distribution as provided by the commission’s rules and regulations.

The bill authorizes the commission to consider an application by the authority to establish the exchange, and directs the commission to issue the license if it determines that the authority has demonstrated, by clear and convincing evidence, that bets placed through the proposed exchange will be accurately processed, and that the system would contain sufficient safeguards to maintain the integrity of the horse racing industry in the state. 

The issuance of the license is subject to the approval of the New Jersey Attorney General. The bill further provides that the authority may enter into a contract or agreement with a person or entity to conduct or operate the exchange, and may transfer the licence to a successor in interest upon approval of the commission and the Attorney General.

The bill prescribes certain conditions for the establishment of the exchange, including account holders to be at least 18 years old and a resident of the state.

The bill also provides that exchange bets submitted on a given market on the exchange in New Jersey may, under approved conditions, be matched with exchange bets on the same horse race or set of horse races submitted by residents of jurisdictions outside of the state to an authorised exchange operator in that jurisdiction.

Under an amendment to the bill, the commission requires 50% of the exchange revenues retained by the exchange betting licensee, after payments of its contractual obligations to other racetracks and to any approved exchange operator, and after deduction of all reasonable and necessary expenses incurred by the licensee in administering, marketing and operating the exchange betting system, to be paid to overnight purses in New Jersey.

The bill now moves to New Jersey’s State Senate Government, Wagering, Tourism & Historic Preservation Committee for further approval.
